The preference can be driven by many factors with performance, COST, SIZE, and amp power need (affecting COST again). Horn loading can get more sound out of a smaller speaker and increase directivity to get the sound mostly where you want it. A front loaded sub with the same driver as used in a horn loaded unit weighs in at half or LESS and also takes up half the space. So if it will work adaquately in the given venue, why not use the smaller lighter unit. Frontloaded designs also cost less to make and are a little more forgiving of design error.

In the case of smaller venues with a small system where you might be thinking of using a single or dual 18" sub or 15" single/dual, all the same factors come into play. The standard now is front loaded vented cabinets for simplicity, cost, size, and weight. Your biggest choice is whether you want the slighter lower rumble of the 18" or the tight thump of the dual 15". Part of the decision will be based on your tops' performance/capacity.

Either way, proper use and setting of an active crossover AND low cut filters is crucial to getting the best sound out of all the options.
