All that you say appears to be sadly true.
This matter came to light a few months ago, the PSA (Production Services Association) is in the process of producing a guide document to help industry professionals in dealing with this matter.
This seems to have been snuck in!!!!

In the short term we are hiring truck & driver. This obviously puts up the cost to the client.
